This is because the camera does not see a black seat belt on black, due to which it has been seen many times that people have been issued a challan even after wearing a seat belt.

How much is the fine?
Under Section 194B of the Motor Vehicle Act, a fine of Rs 1000 is imposed in Delhi for the first time and Rs 1000 for every repeat of the mistake. Now the question arises whether auto companies should change the colour of the seat belt so that people can drive wearing black shirt, T-shirt or any black coloured clothes.
